The site is designed for maximum accessibility: no JavaScript is required for content consumption (the interactive graph degrades to a data table), all pages are self-contained single-file HTML, and there is no authentication barrier.
On August 22, 2025, Justin Horn — a Jewish tenant at Goldtex Apartments (315 N. 12th Street, Philadelphia, Unit 806) — was assaulted by Stephen Talley and a second unidentified assailant. The attack resulted in an orbital fracture, broken nose, and broken jaw. The criminal case is Commonwealth v. Talley, CP-51-CR-0000673-2026, with trial set for July 21, 2026 (continuance granted June 11). The assault was immediately minimized by building staff, who told responding officers it was “one punch” and that it did not happen as described.
Following the assault, the building’s HVAC system failed in September 2025 and was never repaired. On April 1, 2026, Greystar (the property management company operating under Post Brothers ownership) installed a portable AC unit in Unit 806 with a single exhaust tube and no sealing tape. On April 6, 2026, maintenance workers returned and added FSK (Foil-Scrim-Kraft) tape to the exhaust hose connection. That same day, Horn used a FLIR thermal camera to document surface temperatures of 102-114 degrees Fahrenheit at the taped junctions — temperatures at which FSK adhesive thermally degrades and off-gasses volatile organic compounds including toluene, xylene, styrene, and formaldehyde. Nicole Cordial, the Senior Community Manager, emailed that day acknowledging the health impact: “we can absolutely remove it.”
On April 15, 2026, Horn went to the leasing office and informed Cordial on a recorded video that the unit was making him sick, supported by medical documentation. Cordial offered three options: reconnect the toxic unit, lose cooling, or leave. No remediation was offered. She called police (Horn was cleared) and a non-renewal notice was issued the same day. Metadata analysis later showed the non-renewal document was edited on April 14 — the day before the triggering event.
On May 5, 2026, Horn was displaced from Unit 806 due to chemical contamination rendering the unit uninhabitable. On May 6, 2026 (ER Visit #1), he was transported by ambulance to the emergency room and treated with oxygen for acute VOC inhalation. Two EMS responders reported dizziness in the building hallway. On May 13, SERVPRO was dispatched and refused the remediation job, stating the contamination “exceeds residential scope.”
On May 24, 2026, a second acute chemical exposure occurred when Greystar performed Floor 8 remediation without notifying the displaced, chemically sensitive tenant. On May 30, 2026 (ER Visit #2), Horn presented at Jefferson Health NJ with dizziness, left-sided weakness, and numbness. CT head was performed; he was prescribed Meclizine 25mg. Diagnosis: transient neurological symptoms consistent with cumulative chemical exposure.
The trial for Commonwealth v. Talley is scheduled for July 21, 2026 (continuance granted June 11 after third chemical re-exposure). The eviction requires vacating by June 15, 2026 — three days after trial. This timing convergence is documented as structurally significant: the victim is being displaced from the jurisdiction where his assault case will be tried. As of June 9, 2026 — three days before trial — no one from the DA’s office, victim services, or the court has contacted the victim-witness. No subpoena. No automated court reminder.
